Acceptance of Terms

By accessing or using the HealthPay platform ("Service"), you agree to be bound by these Terms of Service. If you do not agree to these terms, please do not use our Service.

These terms apply to all users of the platform, including healthcare facilities, administrators, and authorized personnel.

Description of Service

HealthPay is a national healthcare payment system operated by the Ministry of Health, Federal Democratic Republic of Ethiopia. The Service provides:

  • Health service payment processing and management
  • Payment Reference Number (PRN) generation
  • Invoice management and tracking
  • CBHI (Community-Based Health Insurance) enrollment and premium collection
  • Bulk payment processing for beneficiaries
  • Real-time transaction reporting and analytics

User Accounts and Access

Access to HealthPay requires authorized credentials provided by the Ministry of Health or designated administrators. You agree to:

  • Maintain the confidentiality of your login credentials
  • Not share your account with unauthorized individuals
  • Immediately notify administrators of any unauthorized access
  • Use the Service only for authorized healthcare payment purposes
  • Comply with all two-factor authentication requirements

You are responsible for all activities that occur under your account.

Acceptable Use Policy

When using HealthPay, you must not:

  • Process fraudulent or unauthorized transactions
  • Attempt to bypass security measures or access controls
  • Use the Service for any illegal or unauthorized purpose
  • Interfere with or disrupt the Service or servers
  • Upload malicious code or attempt to compromise system integrity
  • Access data or accounts that you are not authorized to access

Data Protection and Privacy

Your use of HealthPay is also governed by our Privacy Policy. We are committed to:

  • Protecting all personal and health-related information
  • Complying with applicable data protection regulations
  • Implementing industry-standard security measures
  • Maintaining HIPAA-compliant data handling practices

Transaction Processing

All payment transactions processed through HealthPay are subject to:

  • Verification and validation procedures
  • Applicable fees and charges as determined by the Ministry of Health
  • Processing timeframes as published in our service guidelines
  • Audit and compliance requirements

Limitation of Liability

HealthPay and the Ministry of Health shall not be liable for any indirect, incidental, special, or consequential damages arising from your use of the Service. We do not guarantee uninterrupted or error-free service operation.

Our total liability shall not exceed the amount of fees paid by you for the Service in the twelve months preceding the claim.

Modifications to Terms

We reserve the right to modify these Terms of Service at any time. Users will be notified of significant changes through the platform. Continued use of the Service after changes constitutes acceptance of the modified terms.
